DIY Water Heater Installation in Canton, MA
By Canton 24/7 Plumbing, 2026
Before you buy a water heater or drain the old one, read the permit rule. Under 248 CMR 3.05, the Massachusetts plumbing and gas fitting regulation, work may not start until the Inspector issues a permit, and permits are issued only to properly licensed individuals. A gas water heater also falls under gas fitting rules in the same regulation.
This guide explains what that means, what the job actually involves, and where the risks are. Ask the Canton Building Department about your specific job.
What the state rule says, in plain terms
The regulation says plumbing or gas fitting work may not start until the Inspector issues a permit. Permits go to licensed individuals and never to apprentices. The inspector can require a rough-in inspection and a final inspection, and work generally cannot be covered until the required tests are done.
A permit is invalid if work does not start within 90 days. In a true emergency, a licensee may install, repair or turn on a fixture or gas appliance before the permit if testing is done and the inspector is notified, with regular inspection no later than the next working day. That is a rule for licensees, not a shortcut for an unlicensed person.
We do not decide who may do the job. The town does. Call the Canton Building Department with your address and exactly what you plan to do, and ask whom the permit would be issued to.
What the job involves from drain-down to first firing
Read this as the scope of the work, so you know what you are asking about at the building department or buying from a licensed plumber.
Shut off fuel or power
For gas, close the appliance shutoff valve. For electric, switch off the dedicated 240-volt breaker and test the wires with a voltage tester before touching anything.
Close the cold supply and drain the tank
Shut the cold inlet valve, open a hot tap upstairs to break the vacuum, then connect a garden hose to the drain valve and run it to a floor drain or outdoors.
Disconnect and remove the old unit
Undo the water connectors, the relief valve discharge pipe and, on gas, the vent and gas connector. A 40 gallon tank can still hold sediment and weighs a lot even when drained. Use a hand truck.
Set, connect and test
Set the new tank on a level base, connect new flexible water connectors with dielectric fittings, fit the temperature and pressure relief valve and its discharge pipe, and add an expansion tank where one is required.
Fill, check and fire
Open the tap and cold inlet, let air out of the hot side until water runs steady, then check every joint for drips. Only then restore power or open the gas valve and light the burner.
Gas versus electric: the added hazards
| Item | Gas water heater | Electric water heater |
|---|---|---|
| Fuel connection | Gas line, shutoff, sediment trap and leak test | Dedicated 240-volt circuit and breaker |
| Exhaust | Vent pipe must slope and draft correctly | No combustion vent |
| Main hazard | Gas leak, carbon monoxide, fire | Shock, dry-fire burnout if the tank is not full |
| Permit track | Plumbing and gas fitting work under 248 CMR 3.05 | Plumbing permit for the water side |
| Test before use | Soap-solution or pressure leak test on gas joints | Full tank and continuity check before power |
Parts and tools on the list
Relief valve and discharge pipe
The temperature and pressure relief valve is a safety part. Its discharge pipe must run downhill to a safe spot and never be capped.
Flexible water connectors
Braided stainless connectors, usually 3/4 inch, replace old rigid lines. Use new ones, not the old set.
Dielectric nipples or unions
They separate copper from the steel tank threads to slow corrosion.
Thread sealant
Pipe tape on water joints. Use a gas-rated sealant on gas threads, not water tape.
Expansion tank
A small diaphragm tank that absorbs pressure from heated water when the system is closed.
Basic tools
Pipe wrench pair, adjustable wrench, tubing cutter, voltage tester, hand truck, garden hose and a level.
Where each approach leaves you
Doing the job through a licensed plumber
- The permit is pulled by a licensee
- Gas joints are leak-tested and the vent checked
- Rough-in and final inspections are arranged
- Old unit is removed and hauled away
Going ahead without sorting the permit first
- Inspection may be refused or work reopened
- Gas and vent errors can go unnoticed
- Insurance may question unpermitted work
- Resale paperwork can show a missing permit
Stop and call: gas, carbon monoxide and electricity
If you smell gas, do not touch a switch or light anything. Leave the house and call 911 or the gas utility from outside. A carbon monoxide alarm that sounds, or headaches and nausea when the heater runs, are reasons to leave and call 911 too.
Never energize an electric element in an empty tank. The element burns out in seconds. And hot water scalds quickly, so set the thermostat deliberately and let a licensed plumber check the temperature at the tap.
What drives the cost of a water heater installation
Price depends on tank size or type, whether it is gas or electric, the vent or electrical work needed, haul-away of the old unit, and the permit and inspection steps. Moving a heater to a new location raises it further.
A clear price comes from a call, and you hear it before work starts.
Canton, MA: how to pull the permit and verify a plumber
The Canton Building Department's online permits include a Plumbing Permit and a Gas Permit, applied for through a ViewPoint Cloud account. The town accepts check payment only and does not schedule inspections until a permit is paid in full. So plan the check and the inspection date before the old heater fails.
Town offices are at 801 Washington Street. For any plumber, ask the Board of State Examiners of Plumbers and Gas Fitters, which licenses plumbers in Massachusetts and publishes a consumer fact sheet, to verify a license.

Canton, MA questions on this topic
How do I schedule the inspection after a water heater install in Canton?
Canton does not schedule inspections until the permit is paid in full, and it accepts check payment only. Apply through the Building Department's online permits, pay by check, then book the rough-in or final inspection. The department can confirm the exact steps for your install.
Does a permit expire if the work is delayed?
Under 248 CMR 3.05 a permit is invalid if work does not start within 90 days. If the heater arrives late or the plan changes, ask the Building Department whether you need a new one.
Can an emergency install happen before the permit?
The regulation lets a licensee install, repair or turn on a fixture or gas appliance before the permit in an emergency, if testing is done and the inspector is notified, with regular inspection no later than the next working day. That applies to licensees.
What happens if the tank is installed and then covered up?
Work generally cannot be covered until required tests are done, and the inspector can require a rough-in and a final inspection. Walling over a gas or water connection before testing can mean opening it up again.
